中职教育精准扶贫的实践困境与突破——以粤东西北地区为例-《集美大学学报（教育科学版）》

摘要:: 中职教育精准扶贫政策近年逐渐成为推动广东区域协同发展和缓解代际贫困的切入口。整理统计年鉴相关数据及实地调研后发现，若要在粤东西北地区真正落实中等职业教育精准扶贫政策，政府亟须突破精准识别、精准培养、精准帮扶和精准考核这四大困境，积极寻求治理突破。其战略选择为：扼制精英俘获，健全管理机制；发挥鲶鱼效应，对职校进行供给侧改革；教育加文化扶贫，集聚教育脱贫力量；健全考核机制，完善精准考核细则。

Abstract:: In recent years, the accurate poverty alleviation policy of secondary vocational education has gradually become the cut that promotes the coordinated development of Guangdong region and alleviates the intergenerational poverty. By collating statistical yearbook data and conducting on-the-spot investigations, the paper suggests the government need to break through the four major dilemmas of the précis identification, precision training, accurate support and accurate assessment so that accurate vocational education in the poverty relief policy can be implemented in Northwest Guangdong. The strategic choices are: curb the elite capture, perfect management mechanism; play catfish effect and supply side reform in vocational schools; carry out the poverty alleviation through culture and education, gather the power of education to shake off poverty; improve evaluation mechanism and perfect precise evaluation rules.
