摘要:
我国博士后国际化培养政策主要经历了大力“引回来”,少量“引进来”;保障“引进来”探索“走出去”;全面“引进来”“走出去”三大发展阶段。政策发展过程中呈现出三大特点:以政府的政策制定为主导,与国家人才发展战略成同体互动;政策发展具有结合实际的渐进递增趋势;政策落脚点发生迁移,由突出重点转向全面展开。基于此,为了在培养中不断提高我国博士后国际化的水平与质量,博士后国际化培养政策的未来发展应与博士后创新人才培养相辅相成,并在理念与实施上加大与国际接轨步伐,包括深化博士后国际交流项目,构建国际化考核评价体系,形成国际化培养与交流常态机制,完善和畅通管理和保障机制等。
Abstract:
China’s postdoctoral internationalized cultivation policy has experienced three development stages. In the process of policy development, there are three major characteristics , namely , the government’s policy formulation is the dominant factor ;the policy development has a gradual increasing trend combined with the actual situation ; the policy landing point has migrated from the prominent focus to the full-scale development. Based on this,in order to continuously improve the level and quality of postdoctoral internationalization ,the future development of postdoctoral internationalized policy should complement the postdoctoral Innovative talent cultivation, and increase the pace of international integration in concept and implementation.
