摘要:
高校教师绩效不是行政领导“管”出来的,也不是奖惩性考核制度“逼”出来的,应提倡以教师和学校共同发展为目标的绩效管理模式。基于高校组织环境特点和高校教师资源特质,高校教师绩效管理存在的问题及原因主要表现为:把绩效管理等同于绩效考核;绩效管理目标不明确,忽视教师个人目标与学校目标的战略统一;教师绩效管理主体单一,忽视教师主体属性;教师绩效考核简单移植企业绩效考核,缺乏科学性等。因此,高校在实施教师绩效管理时,要从文化和制度层面、技术层面同时发力,创新绩效文化和制度建设、建立持续循环的高校教师绩效管理系统;也呼吁行政让权、放权,给予高校更多自主权,建立学术与行政二者之间的良性互动。
Abstract:
College teachers’ performance does not depend on administrative leaderships’ compulsory management or disciplinary sexual performance appraisal. And a kind of college teachers’ performance management mode aiming for common development of teachers and schools should be advocated. Based on the characteristics and qualities of colleges and universities’ organization environment and college teachers, this paper analyzes the problems and reasons of college teachers’ performance management. For example, performance management is equivalent to performance appraisal; performance management goal is not clear, which ignores the unification of teachers’ personal goal and school goal; performance management main body is single, which neglects the college teachers’ subject attributes; college teachers performance appraisal transplants from enterprise simply, which lacks scientific nature, and so on. Therefore, in the implementation of college teachers performance management, colleges and universities should innovate performance culture and system construction, establish a continuous circulation system of college teachers’ performance management at the cultural and institutional level and technology level. And at the same time, we call on administrative let authority and administrative decentralization to give colleges and universities more autonomy, and develop a positive interaction between academic power and administrative power.
