摘要:
高校教师评审权下放既是国家教育领域“放管服”改革的重要举措,也是推进高等教育改革的重要途径。相比公办高校的履权,民办高校由于师资队伍整体水平不高的现实,决定了其与相关政策制度要求存在一定差距。B省民办高等教育数量较多,发展状况良好,尽管域内民办高校根据发展的实际与需要普遍建立了不同模式的教师职称评审制度和运行规范。但是在现行制度下,仍存在组建高级职称评审委员会艰难,评聘分离难以入轨及职称转评、重评矛盾突出等现实困惑,使民办高校教师职称评审陷入困境。面对评审权下放,民办高校的举办者、管理者和教师既有无限的憧憬和期待,也有现实的顾虑,不同利益群体均有不同的意见表达。因此,向民办高校下放职称评审权,要按照支持并规范民办高校发展的原则,充分考虑民办高校的体制和阶段性实际,分步实施,逐步放权,慎重、稳妥地推进改革。
Abstract:
The decentralization of the evaluation right to the colleges, which is not only an important measure of the educational administration reform, but also an important way to promote the higher education reform. Compared with the rights of public universities, the private colleges and universities are low due to the overall level of their faculty. The number of private higher education in B province is large, they’re also in the good condition. Although the private universities in B have established different models of teacher professional title evaluation system, they are running norms. However, under the current days, there are still difficulties in setting up a senior professional evaluation committee, such as difficulty in evaluation, separation of appointment and separation, transition from professional title to reappraisal, and contradiction in reappraisal. Faced with the decentralization of accreditation, organizers, managers and teachers in private universities have unlimited expectations and expectations. Different interest groups have different opinions. Therefore, the decentralization of Title Evaluation rights to private colleges should be based on the principles of supporting and standardizing the development of private universities, we should consider the system and stage reality of private universities, implementing step by step and gradually decentralization, so as to proceed cautiously and steadily.
