摘要:

社区体育治理是推进全民健身国家战略的强基之举。多元主体协同是社区体育治理的本质要求，但受历史、文化及认识的影响，在我国社区体育治理的实践过程中，利益相关者协同不足，带来“集体行动”的困境。运用文献资料、理论分析与逻辑分析等方法，从“集体行动”视角，分析社区体育治理实践中存在的困境及其破解路径，旨在助力全民健身治理体系与治理能力现代化。研究认为，在“理性经济人”与“集体行动规模”的影响下，治理主体因公私利益的博弈，陷入“囚徒困境”；因公私权责模糊，造成“公地悲剧”；因“短期利益至上”，难解“搭便车怪圈”。针对上述问题提出破解路径：一是基于治理理念的引领与治理情感的共鸣，重塑个体理性；二是强化制度设计的规范与技术嵌入的牵动，唤起公共理性；三是借助内部驱动与外部推动的双向合力，促进治理主体的有效合作，提高治理效能。

Abstract:

Community sports governance is a strong foundation to promote the national fitness strategy.Multi-subject cooperation is the essential requirement of community sports governance, but due to the influence of history, culture and cognition, in the practice process of community sports governance in our country, the stakeholder cooperation is insufficient, which brings the dilemma of “collective action”.From the perspective of “collective action”, the paper uses literature, theoretical analysis and logical analysis to analyze the dilemmas existing in community sports governance practice and the solution path, aiming at helping the national fitness governance system and governance capacity modernization.The study holds that under the influence of “rational economic man” and “collective action scale”, the governing body falls into a “prisoner’s dilemma” due to the game of public and private interests; The “tragedy of the Commons” resulted from the ambiguity of public and private rights and responsibilities; Because of the “short-term interests first”, it is difficult to solve the “free rider cycle”.To solve the above problems, the solution path is proposed: first, based on the guidance of governance concept and the resonance of governance emotion, reshaping individual rationality; The second is to strengthen the influence of the norms and technology embedment of system design to arouse public rationality; The third is to use the two-way force of internal drive and external drive to promote the effective cooperation of governance subjects and improve governance efficiency.
