摘要:
体育产业政策对促进体育产业结构调整、产业布局调整、产业组织结构调整，促进市场在体育资源配置中发挥基础性作用起到了重要的促进作用。运用文献资料法、历史分析法、逻辑分析法，从政策工具的分析视角，对于我国体育产业政策的发展脉络、政策工具的使用进行分析。在对于体育产业政策历史分期基础上分析我国体育产业政策的特征和内在逻辑：政策理念上从国家管控到国家治理；政策环境从体育事业到体育产业主体地位；政策结构从扁平型到金字塔型的政策集群；政策主体从单一主体到多元主体协同治理；政策工具从强制型到综合运用的转变。并结合我国体育产业政策的发展实际，提出未来的发展路径：在国家治理理念下深化多元协同治理理念；及时根据环境制定保障体育产业高质量发展的政策设计；推进多元主体协同的体育产业政策格局；加强政策工具创新，构建“有为政府+有序市场”的产业发展局面。
Abstract:
Sports industry policy has played an important role in promoting the sports industry structure adjustment, industrial layout adjustment, industrial organization structure adjustment and promoting the market to play a fundamental role in sports resource allocation. This paper uses the methods of literature, historical analysis and logical analysis to analyze the development of China’s sports industry policy and the use of policy tools from the perspective of policy tools. Based on the historical stages of sports industry policy, this paper analyzes the characteristics and internal logic of China’s sports industry policy: from national control to national governance in policy concept; policy environment from sports to the dominant position of the sports industry; policy structure from flat to pyramid policy cluster; policy subject from single subject to multi-subject collaborative governance; the shift of policy instruments from coercive to integrated. Based on the development of China’s sports industry policy, this paper puts forward the future development path: to deepen the concept of multiple collaborative governance under the concept of national governance; timely formulate policy design to ensure the high-quality development of sports industry according to the environment; promote the sports industry policy pattern of multi-subject coordination;strengthen the innovation of policy tools to build promising government + orderly market industrial development situation.
