摘要:: 采用文献资料法，以浙江省体彩统计数据为基础，系统分析了浙江省体彩的发展轨迹，市场特征、发展速度、体彩公益金的筹集、投放和绩效的状况。结果表明：浙江省体彩销售量呈上升趋势，体彩产品呈多元化发展，但体彩在省内彩票市场份额逐年下降，民间私彩泛滥，滋扰体彩市场，公益金全民健身计划投入结构不尽合理，公益金沉淀量较大，监管约束机制不健全，部分体彩公益金被挤占和挪用。针对以上问题，提出了相应的对策和建议。

Abstract:: By using the method of literature review, taking Zhejiang province lottery based on statistical data, the paper analyzes the development of sports lottery, market characteristics, development speed, the lottery public welfare fund raising, investment and performance status in Zhejiang. The result shows that sports lottery sales rise and lottery product has diversification, but the lottery market share decreased year by year in Zhejiang, folk lottery market spread, nuisance, “sport for all” investment structure is not reasonable, the amount of public welfare fund precipitation is larger, supervision and restraint mechanism is not perfect, part of the lottery public welfare fund is diverted and misappropriated. In view of the above problems, it puts forward corresponding countermeasures and suggestions.
