摘要:
以公共管理、公共服务等理论为基础，运用文献资料、调查等研究方法，充分考虑到公共体育服务的特殊性，从政府在公共体育服务中承担职能的微观、中观和宏观层面选取核心服务项目指标，对粤东地区潮州、揭阳、汕头和汕尾四市的城市公共体育服务现状进行调查，旨在提高地方政府的公共体育服务能力和质量。主要存在问题：供需偏离、供给总量不足、供给内容单一且质量低；相关法律法规建设滞后、不完善、监督监察不到位；决策的科学化民主化程度不高、执行力不够、评估体制过于单一且缺乏公众参与。
Abstract:
The paper, on the basis of public management and public service theories, by means of literature and investigation, given the particularity of public sport service, selected the core indicators from the government to undertake function in public sport service in the micro, meso and macro, in order to improve public service ability and the quality of local government, investigation on the present status of Chaozhou, Jieyang, Shantou and Shanwei. The study found that there are major problems: supply and demand deviation, inadequate, singer content and low quality; the relevant laws lag and supervision imperfect; the decisionmaking lacks of scientific and democratic, execution is insufficient, the system of assessment is too singer and the lack of public participation.
