摘要:: 基于“倡导联盟框架（Advocacy Coalition Framework）”的分析视角，运用文献资料、内容分析等研究方法，在梳理近五十年英国青少年社区足球活动相关政策的基础上，对英国青少年社区足球活动政策变迁的内在逻辑进行分析与阐释。研究发现：英国青少年社区足球活动政策的制定形成了不同政策子系统下多元化的倡导联盟；不同政策倡导联盟有着较为稳定的政策信念系统，维系了英国青少年社区足球活动的开展；除各联盟内部通过学习引起政策变迁外，英国政党更迭、社会经济条件变化、公共舆论的推进和来自健康、教育、体育等子系统的决策这些外部事件引致了当今英国青少年社区足球活动伙伴关系的确立。英国经验对我国青少年社区足球活动治理的启示有：多途径传播青少年社区足球文化，达成参与者信念共识；建立青少年社区足球活动多元主体、协同决策的民主化路径；构建社区与青少年社区足球活动伙伴关系平台，实现校园和社区足球活动的有效转换。

Abstract:: Based on the framework of Advocacy Coalition Framework，this paper uses the literature method，content analysis and other research methods.On the basis of combing the relevant policies of British youth football in the past 50 years，this paper explains and analyzes the internal logic of the policy changes of British youth community football，and finds out the results：the formulation of youth community football policy in Britain forms a pluralistic advocacy alliance；different policy advocacy coalitions have relatively stable policy belief system；except for the change of policy caused by learning within the coalition，the change of political parties，the change of social and economic conditions，the influence of public opinion and the influence of health and education.Sports and other subsystems of decisionmaking these external events have led to the establishment of community football partnership in the United Kingdom.The enlightenment to the management of “campus football” for Chinese teenagers include ：to expand the tension between the research of campus football and the decision making；establishing the pluralistic main body of campus policy and the democratization path of coordinated decision-making；setting up the partnership platform of community and campus football to create the effective link between the youth campus and the community.
