作为体育强国战略目标的重要子目标，城市体育发展战略以国家大体育方针政策为指导，适应、协调并推动着国家大体育的发展。本课题以“体育强国”为导向，以“城市体育发展战略”为主线，对厦门市“十三五”体育发展战略总体落实情况进行调研。研究认为：五年来，厦门市各项体育事业健康快速发展，呈现共同繁荣局面。但也存在体育场馆设施供给分配不均、体育社会组织自我发展能力不平衡、竞技体育优势项目和后备人才储备不足、体育产业发展的政策体系有待完善、复合型体育产业人才缺乏等问题。建议：科学制定城市体育管理体制，确保体育与城市融合后的制度体系和运作体系协调发展；加大优秀人才引进力度，构筑人才高地；合理均衡配置健身设施资源；加大体育旅游业的发展力度，打造成厦门文化特色。
Abstract:
As an important sub-goal of the strategic goal of developing the country into a sports power, the urban sports development strategy is guided by the national sports policy, which adapts, coordinates and promotes the development of the national sports. This research, guided by the the theory of Sports Power and taking the urban sports development strategies as the main line, investigated the overall implementation of the sports development strategies in Xiamen in the 13th Five-Year Plan, and concludes that Xiamen’s sports undertakings have developed healthily and rapidly, showing common prosperity in the past five years. However, there are also some problems, such as unequal supply and distribution of sports facilities, unbalanced self-development ability of sports social organizations, insufficient competitive sports advantage items and reserve talents, incomplete policy system for sports industry development, and lack of talents in compound sports industry. It is suggested: to establish the urban sports management system scientifically and ensure the coordinated development of the system and operation system after the integration of sports and the city; strengthen the introduction of excellent talents and build a talent highland; allocate fitness facilities in a reasonable and balanced way; strengthen the development of sports tourism to create Xiamen cultural characteristics.
