摘要:
随着社会体育指导员队伍的不断壮大，以政府物质激励措施缺位为主的各类发展制约瓶颈也日渐显现。笔者通过文献资料法、综合分析法探讨公益性社会体育指导员的发展制约因素，以物质激励为主线，提出保障其物质条件的两类岗位报酬制可行方案，旨在提高社会体育指导员的物质保障，促进其发展壮大并服务于以全民健身计划为核心的群众体育事业。
Abstract:
With the continuous growth of social sports instructors, some factors which mainly come from the absence of governmental material incentive measures hinder its development. This paper probe into the problems existing in the present system of management by means of documents and comprehensive analysis, taking material incentive measures as the main line, in order to enhance the material security of social sports instructors, making for a healthy and continuous development and serve the Nationwide Fitness Program which is the core of the mass sports.
