］介绍船舶在PSC检查中关于MARPOL公约附则Ⅰ滞留缺陷的判定，列举了可能导致船舶滞留的常见的缺陷项目，并从检查证书和文件的有效性，加强设备管理和维护，做好人员培训几个方面提出有效降低船舶滞留风险的建议
Abstract:
This paper introduces MARPOL ANNEX I detainable deficiencies in PSC inspection, cites the common projects leading to the ship detention,and makes recommendations to reduce the ship detention in a similar risk by checking the validity of certificates and documents, strengthening the equipment management and maintenance,and training the crew in a better way
