摘要:: 参与式预算在我国实践的必要性和潜在价值得到了正式认可，从灵活多样的参与式预算的实践中提取出核心要素，并进行理论提炼，成为参与式预算规范化和制度化的基础。参与式预算的制度构建需要原则层面的方向引领，还需要规则层面的具体设计。参与式预算的制度价值需要适当的制度设计才能有效的释放。每一个核心要素的设计都将从不同的程度上影响参与式预算的实效性，也将呈现出对人大预算监督改革的推动作用。参与的主体应当科学选取，参与的范围应当不断扩大，参与的形式应当便利和多元，参与的程度应当逐步深入。

Abstract:: The necessity and the value of participatory budgeting have been accepted in China. It is of importance to extract core factors from various practice of participatory budgeting that is supposed to be guaranteed by system construction in order to be normative and large-scale. The institutional framework of participatory budgeting should be built based on fundamental principle and specific regulations to reveal its internal value. Each core element will not only have an important influence on the effectiveness of participatory budgeting, but also promote the reform of budget supervision from the National People’s Congress. The participants should be selected scientifically, the scope of participation should be enlarged, the way of participation should be convenient and various, the degree of participatory should be deepened gradually.
