摘要:: 基层治理是国家治理的基石，“五社联动”机制是助推基层治理体系和治理能力现代化的重要途径。社区社会组织是“五社联动”的主体性要素之一，是实现社区基层有效治理的重要力量。本研究以厦门市DX村社区社会组织的培育项目为例，借助社会资本理论，梳理社区社会组织的培育机制，实现组织的循环发展。研究发现，社区社会组织的培育分为资本储备、资本形成、资本强化3个阶段，在资本储备阶段进入社区并挖掘地区特色，资本形成阶段以组织内部信任、制度和网络要素的培育带动组织资本的增长，资本强化阶段聚焦于组织的独立反哺，实现资本循环。社会资本视角下，社区社会组织培育的重点在于参与带动发展的资本培育理念、多元主体参与的资本构建策略、多维互促的资本形成模式和规范带动运行的资本循环机制。

Abstract:: Grassroots governance is the cornerstone of national governance, and the “five-social-organization mechanism” is an important way to modernize the grassroots governance system and grassroots governance capacity. Community social organization, one of the main elements of “five-social-organization mechanism”, is an important force for grassroots governance. Through a case study of the cultivation of community social organizations in DX village in Xiamen, this study sorts out a cultivation mechanism of community social organizations from the perspective of social capital theory. It is found that the cultivation of community social organizations can be divided into three stages: capital reserve, capital formation and capital strengthening. In the capital reserve period, explore the local characteristics of the community; in the capital formation period, drive the growth of social capital by cultivating internal trust, institutions and network elements; in the capital strengthening period, the independent feedback of organizations and the cycle of capital are the core task. The key points of cultivation lie in the cultivation concept of participation driving development, the circular mechanism of normative driving operation, the formation mode of multi-dimensional mutual promotion, and the construction strategy of multi-subject participation.
