摘要:: 转基因作物产业化的公共决策伦理主要争议点在转基因技术原理知识认知、利益分配、决策程序这三个问题中，分别蕴含了诚信、公平、正当的价值。认知诚信主要涉及的是科技事实与德性统一的问题，即对转基因作物产业化风险的正确认识与如实告知的问题；利益公平主要关涉的是利益分配与风险分担的公平性问题；而程序正当则主要关涉的是公共决策目标实现手段的合理性问题。这些都是公共决策蕴含的根本性伦理问题，需不断深入地讨论。

Abstract:: The disputes over industrialization of genetically modified (GM) crops in public decision-making focus on knowledge cognition, interest distribution and decision-making process. And these issues contain the value of integrity, fairness and justice respectively. Cognition integrity involves correctly understanding and truthfully informing the risk of GM crops industrialization. That is a problem of facts and value choice. Interests’ fairness is about interest distribution and risk sharing. Process justice is on the rationality and legitimacy of public decision-making goals and measure. All these fundamental problems need to be further discussed.
