摘要:
“以人民为中心”是习近平新时代中国特色社会主义思想的核心内容，是新时代坚持和发展中国特色社会主义的基本方略之一。它是马克思主义人民观和党的全心全意为人民服务宗旨的继承和发展，特别是对科学发展观“以人为本”思想的丰富和升华，并形成了一个完整的内容体系。“以人民为中心”的思想，是由理念、实践和方法三个层面构成的一个有机整体，在最高层面上，它是“以人民为中心”的理念；在第二层面上，它是 “以人民为中心的发展”的行动；在第三层面上，它是在具体工作中坚持“以人民为中心的工作导向”的思维方式和工作方法。
Abstract:
“People-centered” is the core of Xi Jinping thought on socialism with Chinese characteristics for a New Era, and is one of the basic policies for addressing to and developing socialism with Chinese characteristics in the New Era. It is the inheritance and development for Marxist view of the people and Party’s wholehearted service to the people, especially the enrichment and sublimation of the “people-oriented” thought of the scientific concept of development. “People-centered” thought is an organic whole composed of ideas, practices and methods. At the highest level, it is the concept of “people-centered”; On the second level, it is “people-centered development”; On the third level, it is the way of thinking and working method that insists on “people-centered work orientation” in the concrete work.
