摘要:
国家公园体制建设是我国国家治理体系和治理能力现代化对生态系统保护提出的新方向,加强共享共治的社会治理体系建设是其中的重要方面。目前国家公园治理体系存在着偏重政府单一主体、缺乏多元主体参与的问题。以协同治理理论为研究框架,认为政府主体、市场主体和社会主体同是国家公园体制建设中的重要参与者,三者之间的合作有利于打破目前在国家公园试点中存在的府际横向协调、政企协作和政府与居民协作的困境,提出我国国家公园体制建设以及生态系统保护的有效路径。
Abstract:
The construction of the national park system is a new direction proposed by the modernization of China’s national governance capacity for the protection of ecosystems,and promoting the social governance system of shared governance is an important aspect.At present,the national park system faces the problem of focusing on a single government subject and lacking the participation of multiple subjects.This paper takes the collaborative governance theory as the research framework and believes that government entities,markets,and society are the important participants in the national park system.Their cooperation contributes to breaking the current dilemma of inter-government horizontal coordination,government and enterprise coordination,and residents and government coordination.Based on the above,this research proposes an effective path for China’s national park system construction and ecosystem protection.
