教育统制思想的兴起与九一八事变之后国内思想发展的脉络相关,更是直接针对当时的教育放任所带来的弊端而来。支持教育统制者希望通过强有力的国民政府教育部的领导和管理,实现教育的有计划、有组织的,科学化的发展,从而实现教育振兴,为国家的复兴奠定基础。这种以国家为主导的教育统制,是20世纪30年代国进民退高潮在教育领域的重要体现。此后教育统制逐渐从思想走向行动,对其后的教育发展产生了深远的影响。

The rise of education control ideology in the context of the nine hundred eighteen domestic control developments related more directly from the drawbacks for the then education faire. The support education control wants to achieve education through strong central leadership and management of the Ministry of Education, in a planned, organized, scientific development, in order to achieve the revitalization of education, and to lay the foundation for the revival of the country. This country-led education control is an important manifestation of the 1930s the country back into the climax in the field of education. Education thereafter gradually moved from thinking to action, and had a profound influence on the development of its education.
