摘要:: 南京国民政府成立前后一段时期内，高校经费匮乏，致使人们视执掌高校校（院）长职务为畏途：被任命者不敢就任，在位者亦纷纷辞职；教员四处兼职以维持生计，索薪运动致使学校风波不断；学生们亦长期深陷学校风潮而无心学业，等等。南京国民政府成立后颁布了一系列法令政策旨在保障教育经费的落实，而随着教育经费逐步到位，至抗日战争爆发时高校校（院）长任期渐长，职位更迭减少，高校教师的兼任者也逐渐减少，学校风潮逐渐逐步得以遏制。

Abstract:: Before and after the founding of the Nanjing Nationalist Government, because of shortage of education funds, many presidents of colleges and universities had to resign, and few people were willing to take charge of colleges and universities, many teachers did a lot of part-time jobs for living, asked for salary movements for a long time and made schools be in a mess, students were caught in long-term agitation and no moods to study, and so on. After the founding of Nanjing Nationalist Government, it promulgated a series of laws and policies to safeguard the education funds. As the education funds were guaranteed gradually, when the Sino-Japanese War were broken out, the presidents of colleges and universities began to have long term of office , teachers also gradually reduced part-time jobs, schools agitation was gradually been controlled.
