摘要:: 高校综合改革是高等教育内涵式发展的必然选择，是现代大学制度建设的重要保障，是提升高等教育质量的必由之路。高等教育新常态要求高校必须进行综合改革，高校综合改革的基本要求有：高校综合改革要与高校的发展目标相结合，要与高校的实际情况相结合，要遵循高等教育发展规律，要坚持以人为本、依法治校，并提出高校的综合改革包括人才培养模式、学校管理体系、科研管理体制、人事管理制度、基础保障条件等改革，并提出了高校综合改革的实践路径。

Abstract:: The comprehensive university reform is the inevitable choice of the connotative development of higher education, and it is an important guarantee for the construction of modern university system, as well as the necessary way to enhance the quality of higher education. The connotative development of higher education requires the university to advance the comprehensive university reform. And then put forward the basic requirements for the comprehensive university reform: the comprehensive universities reform should be combined with their development goals, and also be combined with their current situation, and this needs to follow the regular pattern of higher education, and to adhere to the people-oriented and managing the university by law. Finally, this paper states that the comprehensive university reform including the talent training mode reform, the school system of governance reform, scientific management system reform, the personnel management system reform, and the basic security conditions reform. Then it explores the practical approach of the comprehensive university reform.
