甲午战败之后,陈宝琛提出了“非兴学育才无以相济也”,有感于当时福建新式中小学堂师资紧缺,其在1903年创立全闽师范学堂。在全闽师范学堂的早期发展中,充分体现了师范教育的精神。首先,坚持立足中小学需求的师范教育目标,培养在知识结构和思想观念上都符合新式教育要求的新教师。其次,注重学生教育教学实践能力的培养,创办附属中小学堂,满足学生实习的需求。再次强调陶育新人,要求师范生服务中小学教育、承担教育责任,乃至在更大范围内发挥教化的作用。全闽师范学堂为当时的福建培养了第一批具有现代意义的教师,为清末民初福建的中小学教育奠定了基础,对当前的师范教育仍有一定的借鉴意义。

After the defeat of the SinoJapanese War,Chen Baochen put forward the idea that "there is no way to cultivate talents without rejuvenating schools".He felt that there was a shortage of primary and secondary school teachers in Fujian Province at that time,so he founded Quan Min Normal School in 1903.Its early development fully embodied the spirit of normal education.Firstly,it adhered to the goal of normal education based on the needs of primary and secondary schools,and cultivated new teachers who met the requirements of new education in terms of knowledge structure and ideology.Secondly,it paid attention to development of students’ practical ability in education and teaching,and established affiliated primary and secondary schools to meet the needs of students’ practice.Thirdly,it emphasized cultivation of new man and required the students to serve primary and secondary education,take the responsibility of education,or even play the role of education in a wider range.Quan Min Normal School trained the first batch of teachers with modern significance for Fujian at that time,laid the foundation for the primary and secondary education in Fujian in late Qing Dynasty and early Republic of China,and still had certain implications for the current normal education.
