摘要:: 研究韩国公费学前教育政策的基本现状、法律基础、存在的问题，介绍韩国公费学前教育政策改革，经过分析得出结论。第一，韩国政府对于公费学前教育政策的推广力度较大。第二，韩国在公费学前教育政策推行之初就确立了相关的法律保障，值得借鉴。第三，韩国的公费学前教育政策是以政府为主导，以政策制度为保障，以政府财政投入为主，建立公费学前教育经费保障机制，分阶段逐步推进公费学前教育，促进学前教育公平。第四，政策推行后主要问题体现在财政矛盾与公众认识两个方面。

Abstract:: By studying the basic status,legal basis and existing problems of public preschool education policy in Republic of Korea（ROK）,this paper introduces the reform of public preschool education policy in ROK,and provides reference and inspiration for the reform of preschool education policy in China.After analysis,the conclusion is that,first,the government of ROK has made great efforts to promote the public preschool education policy.Second,ROK has established relevant legal guarantees at the beginning of the implementation of public preschool education policy,which is worth learning from.Third,ROK’s publicly funded preschool education policy is a strategy of taking the government as the leading force,taking the policy system as the guarantee,taking the government’s financial input as the main force,establishing the funding guarantee mechanism of publicly funded preschool education,gradually promoting the publicly funded preschool education by stages and promoting the equity of preschool education.Finally,the main problems are reflected in two aspects after the implementation of the policy:financial contradiction and public awareness.
