国家社科基金资助失败项目特征、原因及对策——基于392个资助失败项目的统计研究-《集美大学学报（教育科学版）》

摘要:: 国家社科基金是哲学社会科学领域级别最高、最具影响力的国家级课题。本研究以全国哲学社会科学规划办公室网站通报终止或撤项的392个项目为研究样本，首次对国家社科基金失败项目进行了统计研究。研究发现：失败项目分布呈高度集中的特征，主要集中于一般项目和基础研究项目，且集中于文、史、哲、经等基础学科和传统优势学科，集中于人文社科研究实力较强的重点院校。影响项目失败的主要因素包括时间因素、项目依托单位因素、项目本身因素及项目主持人因素。国家社科基金的失败率为约67%，低于国际公认的可容忍标准。对失败项目应作差别化解读与处置：对确因难度较大而失败者应予以宽容，对学术不端行为则应坚持零容忍。应建构失败监测与预警制度；构建项目动态调整制度；建立宽容失败的机制。

Abstract:: The national social science fund is the highest level and most influential national topic in the field of philosophy and social sciences.In this study,392 items are taken as the research samples,which were terminated or withdrawed by the National Social Science Planning Office.It is for the first time failed projects funded by National Social Science Fund (NSSF) were statistically studied.The distribution of failed projects is highly concentrated,mainly focusing on general projects and basic research topics,focusing on some traditional and advantageous disciplines like literature,history,philosophy,economics,focusing on some key colleges and universities whose humanities and social sciences studies are fairly strong.The main factors that influence the failure of the projects include the time factor,the factors of the project support organizations,the project factor and the the project host factor.The failure rate of national social science funds is about 6.7%,which is lower than the internationally recognized tolerance standard.The interpretation and disposal of failed projects should be differentiated:the failure should be tolerated because of the difficulty,while the academic misconduct should be zero tolerance.
