摘要:
运用多源流理论对我国专业学位研究生教育政策议程设置的过程进行了详细分析,研究发现:在我国专业学位研究生教育政策的出台过程之中,问题源流包括改革开放以来我国高层次人才缺口扩大、国家战略对专业学位研究生教育的关注与倡议、前期相关政策执行过程中的问题反馈;政策源流包括专家学者的群策群力、政协委员或人大代表的提案、高校管理者的建议;政治源流包括不同时期国家教育发展战略的不同侧重、媒体舆论与民众诉求。在三源流耦合之下,国务院学位委员会第九次会议等“政策之窗”成功开启,推动了我国专业学位研究生教育一系列政策的议程设置和正式出台。
Abstract:
This paper uses the multiple-streams theory to analyze the process of setting the policy agenda of professional degree postgraduate education in China in detail.The study found that:in the process of the introduction of China’s professional degree postgraduate education policy,the problem stream includes the expanded high-level talent gap since the reform and opening up,concerns and initiatives of national leaders on professional degree postgraduate education,and the limited feedback of current policy in promoting the development of professional degree postgraduate education;the policy stream includes the concerted efforts of experts and scholars,proposals from CPPCC members or NPC deputies,and suggestions from university administrators;the political stream includes different emphasis of national educational development strategies and guidelines in different periods,media public opinion and the demands of the people.Under the coupling of the three streams,the “policy window” such as the ninth meeting of the Academic Degrees Committee of the State Council successfully opened,thereby realizing the agenda setting and policy introduction of the professional degree postgraduate education policy.
