世界一流理工类大学的最新战略规划,体现出高等工程教育领域的最新发展动向。以帝国理工学院、佐治亚理工学院、慕尼黑工业大学、南洋理工大学及香港理工大学为案例,分析发现各校战略承诺涵盖现代大学的人才培养、科学研究和社会服务三大职能,突显出“理工”和“世界一流”两大特色。战略主题体现五大特点:培养“全人专才”,发展继续高等教育事业;开展跨学科教学与研究,抢占工程教育前沿;加强科技成果转换,促进学术商业化;建设校园文化,打造一体化大学社群;重视区域影响,应对全球挑战与危机。战略保障有据可依,保证动态修正。对于理工类大学办学而言,应研究生命周期,明确战略承诺;改革办学模式,创新战略主题;完善监管体系,保障战略实施。
Abstract:
The latest strategic planning of world-class universities of science and technology reflects the latest development trend in the field of higher engineering education. Taking Imperial College London, Georgia Institute of Technology, Technical University of Munich, Nanyang Technological University and Hong Kong Polytechnic University as examples, it is found that the strategic commitment covers the three major functions of the modern university: personnel training, scientific research and social service, highlighting the two major characteristics of “science and technology” and “world-class”. The strategic theme embodies five characteristics: cultivating “whole-person talents” and promoting further higher education; carrying out interdisciplinary teaching and research to seize the forefront of engineering education; strengthening the transformation of scientific and technological achievements and promote academic commercialization; building campus culture and creating integrated university community; paying attention to regional influences to respond to global challenges and crises. The strategic assurance is based on evidence to ensure dynamic correction. For universities of science and technology, we should study the life cycle of universities and define strategic commitments; reform the school-running mode and innovate the strategic theme; improve the regulatory system and ensure the implementation of the strategy.
