摘要:

20世纪90年代以来，英国实施了一系列高等教育重大改革政策与措施，而建设具有国际吸引力与竞争力的世界一流大学是其核心目标之一。英国建设世界一流大学经过转型探索（1990—1997年）、持续深入（1997—2010年）、深化发展（2010—2019年）以及拓展创新（2019年至今）之后，形成以深度市场化战略、卓越框架战略、国际化战略以及科研创新服务战略为核心的战略框架，并呈现出战略连续性与政策灵活性相辅相成、提升教育质量与促进教育公平协同推进以及教学与科研协同育人等基本特征。分析与审视英国建设世界一流大学的历史进程与实践举措，发现其在科研创新、人才培育与社会服务等核心领域已形成显著的发展成效。基于英国经验，对于我国加快推进世界一流大学建设具有以下启示：一是构建多元化资金支持体系，提高资金配置效率；二是构建以质量为中心、多维协同发展的高等教育评价体系；三是优化以知识交换与产出为核心、持续循环流动的产学研深度融合生态；四是实行以双向赋能为重心、不断深入整合的高水平国际化战略。

Abstract:

Since the 1990s,the United Kingdom has implemented a series of major higher education reforms and policies,among which building world-class universities with international appeal and global competitiveness has been a core objective.Following periods of transformational exploration (1990–1997),continuous deepening (1997–2010),further advancement (2010–2019),and expansion and innovation (2019–present),the UK’s development of world-class universities has formed a strategic framework centered on deep marketization,excellence frameworks,internationalization,and research and innovation services.Furthermore,it exhibits fundamental characteristics such as the complementarity of strategic continuity and policy flexibility,the synergistic advancement of educational quality and equity,and the collaborative cultivation of talent through teaching and research.An analysis and review of the historical process and practical measures of the UK’s construction of world-class universities reveal significant developmental achievements in core areas such as research and innovation,talent cultivation,and social service.Based on the UK’s experience,the following implications can be drawn for accelerating the development of world-class universities in China: first,broadening the diversified financial support system to improve the efficiency of funding allocation;second,constructing a quality-centered and multi-dimensionally coordinated higher education evaluation system;third,optimizing a deeply integrated industry-university-research ecosystem that focuses on knowledge exchange and output with continuous circular flow;and fourth,implementing a high-level internationalization strategy centered on mutual empowerment and continuous deep integration.
