摘要:

高校思政课教师队伍建设是落实立德树人根本任务的关键，政策对高校思政课教师队伍建设具有引领和支撑作用。基于政策工具理论，运用文本分析法，以1978—2024年国家层面发布的55份高校思政课教师队伍建设政策文本为样本，划分政策文本发文阶段，对高校思政课教师队伍建设政策演进的基本事实与政策工具的变迁进行分析，结果发现：我国高校思政课教师队伍建设政策历经恢复与重建、数量提升与规模扩张、质量提升与结构优化、全面深化与高质量发展四个阶段；政策发文主体呈多元化发展趋向，政策发文力度总体上升；政策工具由单一的规制走向规制、激励、宣传并重，但规制偏重未根本缓解。未来在政策主体上，应建立以教育部为核心枢纽、多部门制度化联动的治理架构；在内容重心上，需着力关注高校思政课教师队伍的整体效能与可持续发展，完善教师队伍生态建设；在政策工具上，优化规制、激励与宣传工具的配置比例，强化协同效能。

Abstract:

The construction of the ideological and political education (IPE) teaching workforce in universities is crucial for fulfilling the fundamental task of fostering virtue and cultivating moral character.Policies play a leading and supportive role in the development of this teaching workforce.Based on the theory of policy tools and employing text analysis methods,this study examines 55 national-level policy texts on the construction of the IPE teachers’ team from 1978 to 2024.By dividing the policy texts into distinct temporal stages,this study analyzes the basic facts and trends of the policy evolution and the concomitant changes in policy tools.The findings indicate that the policies on the construction of IPE teaching workforce in Chinese universities have undergone four distinct stages:restoration and reconstruction,quantitative growth and expansion,quality enhancement and structural optimization,and comprehensive deepening and high-quality development.The policy-issuing bodies have become increasingly diversified,and the overall frequency and intensity of policy issuance have steadily increased.The policy tools have shifted from a singular reliance on regulation to a more balanced approach encompassing regulation,incentives,and publicity.Nevertheless,the overemphasis on regulation has not been fundamentally alleviated.Looking ahead,the policy framework should establish a governance structure centered around the Ministry of Education,with institutionalized collaboration across multiple departments.In terms of content priorities,greater attention should be directed toward to the overall effectiveness and sustainable development of the IPE teaching workforce,alongside improving the ecological development of the faculty as a whole.Regarding policy tools,the distribution of regulation,incentives,and publicity instruments should be optimized to enhance collaborative effectiveness.
