摘要:: 发展海洋战略性新兴产业是实现厦门海洋强市的战略选择。首先分析了厦门海洋战略性新兴产业的发展路径，随后在对厦门海洋战略性新兴产业产业链发展路线进行剖析的过程中，挖掘出其产业链所存在的问题，并提出政策建议。研究表明，厦门海洋战略性新兴产业发展基础良好，但产业链整体存在着集聚程度低、研发能力弱、金融支撑不足、市场开拓能力欠缺等问题。应加快建立海洋战略性新兴产业“链长制”、完善涉海企业招商机制、构建海洋融资保障体系、优化海洋人才引进及培育机制并深化海洋开放合作，以促进厦门市海洋战略性新兴产业产业链发展壮大。

Abstract:: Developing marine strategic emerging industries is a strategic choice for Xiamen to become a strong ocean city. This paper first explores the development path of Xiamen’s marine strategic emerging industries, and then analyze the development path of Xiamen’s marine strategic emerging industries industry chain, reveals the problems existing in the industry chain, and puts forward policy suggestions. The research shows that the marine strategic emerging industries in Xiamen have a good development foundation, but the overall industrial chain of the marine strategic emerging industries has a low degree of agglomeration, weak research and development ability, insufficient financial support, and lack of market development ability. This paper makes suggestions for the development and expansion of Xiamen’s marine strategic emerging industry chain from the perspectives of investment attraction mechanism, business environment, financing guarantee, talent mechanism and open cooperation.
