社会体育专业职业技能培训与鉴定必要性研究——基于法规文本的辨析-《体育科学研究》

摘要:: 文章根据市场发展动态以及国家顶层设计，在文献资料研究基础上，针对社会体育专业开展职业技能培训和职业鉴定的必要性做了学理性分析；在此基础上，以《社会体育指导员国家职业标准》为主线，依据法律位阶的原则，对《劳动法》《职业教育法》和《国务院关于加快发展现代职业教育的决定》等现行10余部法规文本，就职业教育与资格认证有关问题做了梳理，并结合高等院校体育系科具备的条件和存在的欠缺进行比较分析。研究认为，以社会体育专业为主要依托，充分利用高等院校人力资源和场地设施优势开展体育行业特有工种的技能培训与职业鉴定是可行的，并具有一定的紧迫性。其做法不仅有利于社会体育专业方向调整和课程设置，更有利于专业人才培养与市场需求对接。

Abstract:: According to the market development trend and the national top-down design based on the literature research，this paper analyzed the necessity of professional skills training and professional appraisal for social sports majors；on this basis，take "National Professional Standards for Social Sports Instructors" as the main line，compliance with the principle of legal hierarchy，this article have been sorted out on issues related to vocational education and qualification certification based on the "Labor Law"，"Professional Education Law" and "Decision of the State Council on Accelerating the Development of Modern Vocational Education"，etc.，and conducted the comparative analysis for the conditions and shortcomings of the department of Physical Education of higher education institutions.This study considered that it is feasible and urgent to use the social sports major as the main support to make full use of the advantages of human resources and sports facilities in higher education institutions to carry out the skills training and professional appraisal of the unique types of work.This practice is not only conductive to the adjustment of social sports majors and curriculum，but also beneficial to the training of professional talents and market demand.
