体育扶贫作为脱贫工作的一个方面，是健康扶贫、文化扶贫、经济扶贫等方面工作的重要补充，在脱贫攻坚中的地位也十分特殊，具有得天独厚的优势。通过对改革开放以来我国的体育扶贫政策的演进进行研究，将我国体育扶贫政策的历史演进分为：体制改革和“输血式”扶贫开发阶段、贫困地区体育基础设施建设阶段、“精准扶贫”思想指导下体育扶贫多元综合发展阶段。在这四个时期三个阶段的演变过程中，我国体育扶贫政策呈现出“扶贫对象目标逐步精准集中、扶贫主体由单一走向多元、扶贫政策机制逐步脱虚向实”三大特征。虽然，我国近40年的体育扶贫政策取得了喜人的成就，但是我们仍能从体育扶贫的政策演进中发现一些不足，包括以下问题：顶层设计不足、地方扶贫政策不知变通；政策安排过于依赖体育行政部门；体育扶贫措施单一，难以体现多元化价值，成效保障机制不健全；等等。因此需要有针对性地采取措施加以解决。文章尝试提出体育扶贫政策的发展思路，以期为打赢脱贫攻坚战的伟大胜利提供有效借鉴。
Abstract:
As an aspect of poverty alleviation，sports poverty alleviation will be an important supplement to the work of health poverty alleviation，cultural poverty alleviation，and economic poverty alleviation.It has a very special position in poverty alleviation and has unique advantages.This paper studies the evolution of China’s sports poverty alleviation policy since Reform and Opening-up，and divides the historical evolution of China’s sports poverty alleviation policy into: system reform and “transfusion-type” poverty alleviation and development period，sports infrastructure construction stage in povertystricken areas，and poverty alleviation under the guidance of the idea of “precise poverty alleviation”.In the multi-level development stage，during the evolution of these four periods，China’s sports poverty alleviation policy has three characteristics:“the goal of poverty alleviation is gradually concentrated，the main body of poverty alleviation is from single to pluralism，and the mechanism of poverty alleviation is gradually detached from reality to reality”.It is true that China’s sports poverty alleviation policy has achieved gratifying achievements in the past 40 years，but we can still find some shortcomings in the policy evolution of sports poverty alleviation: insufficient toplevel design，local poverty alleviation policies is sluggish，and policy arrangements are too dependent on the sports administration.Poverty alleviation measures are single，it is difficult to reflect the diversified value，and the effectiveness guarantee mechanism is not perfect.Therefore，it is necessary to take targeted measures to solve them.The article attempts to put forward the development ideas of sports poverty alleviation policy，in order to provide useful lessons for winning the great victory of poverty alleviation.
