摘要:
回溯中国职业体育治理进程，剖析不同时期中国职业篮球治理策略和制度安排。研究表明，管办分离前我国职业篮球治理主要依循全能主义国家治理体系的路径，强调科层治理权威，导致对联赛制度认同不足、执行力弱化的问题，治理效能偏离制度目标。管办分离后联赛发展向着“善治”的方向迈进，但改革形式仍然多于内容。当前联赛治理面临的困境是国家队竞争力危机，优质人力资源过度依赖于进口，球迷市场与赞助市场流失，人才培养“计划”与“市场”手段双失灵。在推进体育治理现代化进程中，中国职业篮球治理应跳出国家队成绩陷阱，发挥“双轨制”制度优势，拓宽人才增量发展渠道，增加专用性人力资本投资，夯实篮球发展基础，并在职业体育全球化竞争中赢得本国资本和赞助市场的回归。
Abstract:
By tracing back to the progress of China’s professional sports governance,this paper analyzes China’s professional basketball governance strategies and institutional arrangements in different periods.Research shows that before the separation of management and management,professional basketball governance in China mainly followed the path dependence of the totalitarian national governance system,emphasizing the authority of bureaucratic governance,leading to insufficient identification of the league system,weak execution,and deviation of governance effectiveness from the institutional goals.After the separation of management and management,the development of the league has moved towards the direction of “good governance”,but the reform is still more in formal than in content.The current dilemma of the governance of the league is the crisis of the national teams competitiveness,the overreliance on imported human resources of high-quality,the loss of both the fan market and the sponsorship market,and the failure of talent training “plan” and “market”methods.In advancing the modernization of sports governance,Chinese professional basketball governance should break out of the national team’s performance trap,give play to the advantages of the “dual-track system”,broaden the quantity development of talents,increase investment in dedicated human capital,and consolidate the foundation for basketball development.Win the return of domestic capital and sponsorship market in the worldwide competition of professional sports.
