摘要:: 实现体育治理体系和治理能力现代化是全面推进体育强国建设的基石。运用数据分析法等方法，阐述体育治理体系和治理能力现代化需要明确以满足人民日益增长的美好生活的体育需要为目标、以实现体育高质量发展为关键、以坚持依法治体为保障、以加强党对体育工作的领导为根本的四个实践认知。文章提出在体育治理体系和治理能力现代化进程中必须始终坚持“以人民为中心”的发展思想，以体育发展为了人民、体育发展依靠人民、体育发展成果由全体人民共享作为价值旨归。文章指出体育治理体系和治理能力现代化的推进路径，包括坚持体育特色发展、加快体育创新发展、推动体育协调发展、促进体育包容发展和注重体育务实发展。

Abstract:: Realizing the modernization of sports governance system and governance capability is a cornerstone of comprehensive promoting sports power construction. By using the methods of secondary data analysis and so on, this article analyzed the modernization of sports governance system and governance capability needs to clearly meet people’s ever growing sports demands for a good life as the goal, to achieve high-quality sports development as the key, to adhere to the rule of law as the guarantee and to strengthen the leadership of CPC in sports as the basis. It pointed out that in the process of improving modernization of sports governance system and governance capability, we must insist on adhering to "people-centered" development philosophy, keep sports development for the people, sports development rely on the people and sports development results are shared by the people as the value of the purpose. The article proposed that to improve the modernization of sports governance system and governance capability requires persisting in characteristic development of sports, accelerating innovative development of sports, promoting coordinated development of sports, improving inclusive development of sports and focusing on pragmatic development of sports.
