摘要:: 公共体育场馆“放管服”改革是深化场馆运营管理改革的新要求。目前公共体育场馆“放管服”改革在简政放权、营商环境、放管结合、经营形式等方面虽取得了一定成效，但改革中还存在着放权力度不够、放权后的配套保障与激励机制不足、监督监管理念和方式落后、服务薄弱等一系列现实挑战，这些问题制约改革发展。其中，既有政府职能转变中存在的角色定位缺陷，也有法律制度供给不足影响改革难以有效执行，更有委托合同的权责划分不明确、社会组织发育不足且签约关系非市场化等重要原因。因此，通过对厦门市部分公共体育场馆展开实地调研，提出了强化政策、扶持资金与激励机制保障，彰显合同在场馆改革中的规范、引导地位,构建科学全面的现代监管体系，打造典型示范项目带动改革推进等建议。

Abstract:: The reform of “Releasing,Management and Services” in public stadiums and gymnasiums is a new requirement for deepening the reform of venue operation and management.At present,although the reform in public stadiums and gymnasiums has achieved some results,there are still a series of practical challenges in the reform,such as insufficient decentralization,insufficient supporting guarantee and incentive mechanism after decentralization,backward supervision concept and method,and weak service,which restrict the reform and development.There are also some important reasons,such as the role positioning defects existing in the transformation of government functions;the lack of legal system affects the effective implementation of the reform;unclear division of rights and responsibilities of the entrustment contract;insufficient development of social organizations and non-marketization of the signing relationship.Therefore,this paper conducts field research on some public sports venues in Xiamen,and proposes: Strengthen the policy,support funds and incentive mechanism;Highlight the normative and guiding role of contracts in venue reform;Build a scientific and comprehensive modern supervision system;Create typical demonstration projects to drive reform.
