摘要:
运用文献资料、逻辑分析等方法，探讨中国城市社区体育的人民性实践举措及未来发展方略。中国城市社区体育作为社会体育的基层细胞、全民健身的稳固基石，是践行“人民体育”的重要场域，其人民性的践行成效直接关系基层民众的公共体育服务质量。维护和实现最基层居民的体育根本利益是社区体育的宗旨，人民性始终是社区体育的价值依归和发展质量检验标准。中国城市社区体育的人民性实践成效显著，但未来发展仍应坚持以人民为中心的发展理念，提供以居民多元化体育需求为导向的精准供给，构建以居民为主体的社区体育组织体系，坚定以体育促进健康幸福的奋斗目标，把居民对体育的满意度作为衡量标准。具体从以下方面推进社区体育发展：制度建设——重点解决基层无人、活动无钱的问题；组织建设——重点解决组织扶持经费和上下层组织的关联性；设施建设——重点解决按需精准供给；活动组织——重点解决活动的经常化和制度化；重点人群关注——重点关注儿童和老年人体育；体卫融合——重点解决多部门协同和运行经费保障。
Abstract:
By using the methods of literature and logical analysis,this paper discusses the people’s practical measures and future development strategies of urban community sports in China.Chinese urban community sports,as the basic cell of social sports and the solid cornerstone of national fitness,is an important field to practice “people’s sports”,and its people-oriented practice results are directly related to the quality of public sports services for grassroots people.It is the aim of community sports to maintain and realize the fundamental interests of the most basic residents,and the people nature is always the value of community sports and the development quality test standard.The people’s practice of urban community sports in China has achieved remarkable results.The future development of the people’s practice of community sports should adhere to the people-centered development concept,provide accurate supply oriented to the diversified sports needs of residents,build a community sports organization system with residents as the main body,and firmly strive for the goal of promoting health and happiness through sports.Taking the residents’ satisfaction with sports as a measure,we should promote the development of community sports from the following aspects:system construction-focusing on solving the problem of no people at the grass-roots level and no money for activities;Organization building-focus on solving the relationship between organizational support funds and upper and lower organizations;Facilities construction-focus on accurate supply on demand;Activity organization-focus on the routine and institutionalization of activities;Focus on key groups-focus on sports for children and the elderly;Health and physical integration-focus on solving multi-department coordination and operation fund guarantee.
