摘要:
运用文献资料等方法，基于多源流理论对我国退役运动员转型政策进行分析。研究认为，我国退役运动员转型政策变迁源于问题源流、政策源流和政治源流三股动力。问题源流包括退役运动员基数大、长期训练与社会脱节以及转型不畅带来的消极影响；政策源流包括两会提案议案、专家学者的研究支持以及相关主体的积极行动；政治源流包括中国共产党执政理念的演进、人民群众对美好生活的向往以及其他国家在运动员转型保障方面的经验。三股源流交汇融合，共同推动退役运动员转型政策的变迁。退役运动员转型政策的启动与实施，促使政策体系不断完善，转型渠道日益丰富，成功转型案例持续增加，产生了积极的政策效应。提出如下优化路径：积极关注现实问题，注重政策落实与评估；搭建建言献策平台，形成良性互动循环；坚持以人民为中心，满足美好生活期待；把握关键时间节点，推动政策之窗开启。
Abstract:
Using methods such as literature review,this study analyzes the transition policies for retired athletes in China based on the multiple streams theory.The research suggests that changes in these policies are driven by three streams:the problem stream,the policy stream,and the political stream.The problem stream includes a large number of retired athletes,their disconnection from society due to long-term training,and the negative impacts of unsuccessful transitions.The policy stream encompasses proposals and motions during the Two Sessions,research support from experts and scholars,and the active efforts of stakeholders.The political stream involves the evolving governance philosophy of the Communist Party of China,the people’s aspirations for a better life,and the experiences of other countries in supporting athlete transitions.The convergence of these three streams has promoted the evolution of transition policies for retired athletes in China.The initiation and implementation of these policies have led to continuous improvements in the policy system,diversified transition pathways,and an increasing number of successful transition cases,resulting in positive policy effects.The following optimization paths are proposed:actively addressing practical issues and emphasizing policy implementation and evaluation;establishing platforms for suggestions to foster a virtuous cycle of interaction;adhering to the people-centered philosophy to meet expectations for a better life;and seizing critical opportunities to open the policy window.
