摘要:
推动国际奥委会治理转型,是落实《奥林匹克2020+5议程》并实现其组织可持续发展的关键。运用文献研究、逻辑分析等方法,对国际奥委会韧性治理的相关议题展开探讨。研究认为,国际奥委会韧性治理意指将韧性理念系统融入其治理过程,通过提升制度、价值、主体、技术、机制等核心维度的适应与变革能力,从而有效预判、吸收、适应并转化各类内外部风险,最终实现奥林匹克运动的可持续发展与善治目标。国际奥委会韧性治理具有增强奥林匹克运动规则框架的动态调适、凝聚奥林匹克主义价值共识的持续向心、构建奥林匹克体系多元协同的生态网络、赋能奥运多元场景数字孪生的治理创新、重塑重大风险决策流程再造的敏捷响应等价值。然而,当前国际奥委会韧性治理的实现仍面临一系列挑战,这些问题根源于制度的“缺陷性”、理念的“离心性”、主体的“逐利性”、技术的“盲目性”以及机制的“僵化性”。为应对这些挑战,建议从以下五个方面持续推进治理转型:完善制度体系建设,夯实制度韧性保障; 深化价值共识建设,牢固理念韧性根基;理顺利益主体关系,强化主体韧性共识;深化数字理性认知,破解技术韧性风险;优化组织运行机制,提高机制韧性效率。
Abstract:
Promoting the transformation of the International Olympic Committee’s governance is a key guarantee for implementing the Olympic Agenda 2020+5 and achieving the organization’s sustainable development.Using research methods such as literature review,logical analysis,and systems analysis,this paper explains several issues related to the International Olympic Committee’s resilient governance.The study concludes that the IOC’s resilient governance involves systematically integrating resilience principles into its governance processes.This is achieved by continuously strengthening the adaptive and transformative capabilities of the governance system’s core dimensions,including its institutional foundations,shared values,stakeholder collaboration,technological support,and operational mechanisms.This enables the IOC to effectively anticipate,absorb,adapt to,and transform various internal and external risks and challenges,ultimately ensuring the sustainable development and good governance of the Olympic Movement.The IOC’s resilience governance has the following values:enhancing the dynamic adaptation of the Olympic movement’s rule framework,continuously consolidating the value consensus of Olympism,constructing a diversified and collaborative ecological network for the Olympic system,empowering governance innovation in the digital twin of diverse Olympic scenarios,and reshaping the agile response of major risk decision-making processes.However,there are still a series of issues that hinder the IOC from achieving resilient governance,caused by the “defectiveness” of the system,the “centrifugal nature” of the ideology,the “profit-seeking nature” of the entities,the ‘blindness’ of the technology,and the “rigidity” of the mechanisms.It is recommended to advance the IOC’s resilient governance through five key areas:enhancing institutional system construction to strengthen institutional resilience,upholding the Olympic spirit to solidify ideological resilience,clarifying stakeholder relationships to reinforce stakeholder resilience consensus,deepening digital rationality understanding to address technological resilience risks,and optimizing organizational operational mechanisms to improve mechanism resilience efficiency.
