摘要:: 厘清体育与健康课程跨学科主题学习政策的发展特点与实施逻辑，对深化体教融合改革、提升协同育人效能具有重要现实意义。以25项政策文本为研究对象，构建“政策工具-政策作用领域-政策力度”三维分析框架，采用政策工具与内容分析方法，对我国体育与健康课程跨学科主题学习政策文本进行量化分析。研究发现：相关政策存在工具应用失衡、作用领域不全面、效力转化缓慢等问题。建议：优化政策工具组合以实现均衡使用，健全政策作用领域以适配跨学科发展，构建跨部门协同机制以提升政策转化效能。

Abstract:: Clarifying the development characteristics and implementation logic of the interdisciplinary thematic learning policy for the physical education and health curriculum is of great practical significance for deepening the integration of sports and education and enhancing the effectiveness of collaborative education.Based on 25 policy texts and a three-dimensional framework of “policy instruments-policy domains-policy intensity,” this study conducted a quantitative analysis of China’s interdisciplinary thematic learning policies for the physical education and health curriculum using policy instrument and content analysis methods.The results show that the current policy suffers from imbalances in instrument application,incomplete coverage of domains,and slow effectiveness transformation.Accordingly,it is suggested to optimize the policy instrument mix for balanced application,improve policy domains to align with interdisciplinary development,and establish cross-departmental coordination mechanisms to enhance the effectiveness of policy implementation.
