摘要:
近年来，兴奋剂违规事件频发，暴露出结果管理过程中所面临的检测结果被篡改、运动员信息遭泄露、体系建构不完善、搜证查证困难以及期限较长等问题；区块链作为综合一系列密码学原理以及共识算法的新兴技术，呈现出信息安全、共享、可追溯的特点，可成为一种较为有效的解决上述问题的方法。为此，应结合现有制度和实践，尝试通过双阶鉴真模式、增设区块链存证特殊规则、适当扩大运动员举证权利等方法，解决区块链技术在反兴奋剂结果管理中的应用困境，为提升反兴奋剂结果管理的公平性提供技术和法律支持，以构建科学的反兴奋剂数字化治理体系。
Abstract:
In view of the frequent doping violations in recent years,it has exposed the problems faced in the process of results management,such as tampering with test results,leakage of athletes’ information,imperfect system construction,difficulties in evidence collection and verification,and long deadlines.As an emerging technology that integrates a series of cryptography principles and consensus algorithms,blockchain presents the characteristics of information security,sharing and traceability,and can relatively become an effective way to solve the problems in the management of doping results.To this end,combined with the existing system and practice,a two-stage authenticity verification model should be tried,special rules for blockchain evidence preservation should be added,and athletes’ right to present evidence should be appropriately expanded and other methods,to solve the application dilemma of blockchain technology in anti-doping result management and provide technical and legal support for improving the fairness of anti-doping result management,to build a scientific digital governance system for anti-doping.
