摘要:
为了促进保障性住房社区公共体育服务体系的建设与发展。从学理的角度进行阐述，参考文献资料，并通过对国务院2013年40号文件进行解析，对我国现有保障性住房社区体育服务设施进行研究。研究表明：政府职能的转变、政策引导为保障性住房社区体育公共服务提供了政策保障；"坚持以人为本"，"发展全民健身"的人文关怀思想；统筹区域健康服务资源配置，促进均衡发展；使健康服务业规范化、专业化并健全人力资源保障机制。提出建议:应加强对政府职责履行的监督；拓宽公共健康服务资源的源头，积极动员社会组织及个人对健康服务资源的参与；通过培训使相关从业人员具有上岗资格，并建立相应的保障体系等。
Abstract:
This paper is supposed to promote the construction of affordable housing and community development of public sports service system. It conducted from the theoretical perspective with reference to the State Department file No. 40 in 2013 on our existing affordable housing community sports facilities. Studies have shown that: transformation of government functions, policy guidance, "people-oriented", "development of fitness, "the humane care ideology and overall regional health service resources promote the balanced development, which makes health services standardization, specialization and improve human resources and support mechanisms. Recommendation: the government should strengthen supervision duties performed, broaden the source of public health service resources, and actively mobilize organizations and individuals involved in community health service resources. Through being trained, employees have the relevant job qualifications and establish appropriate security system.
