摘要:: 体育社会现象是观测国家社会、文化、经济、政治的重要窗口。龙舟竞渡的“禁渡”现象在历史记载中不胜枚举。通过分析晚清民国时期有关“禁渡”的历史材料分析发现，官方整饬龙舟竞渡的深层原因并不止于竞渡本身的“费时荒业”“斗伤溺死”或“迷信淫祀”，更根植于国家财政税收与政治安全秩序的紊乱。作为国家的根性问题，税收与安全在民国的现代化努力中并未得到解决，“禁渡”现象中愈加明显地折射出民国“禁中求进”的劣治逻辑。相较而言，在民国时期，中国共产党在其治理区域内展现出善于自下而上引导并有效治理底层民间体育文化的治理智慧。

Abstract:: The sports culture phenomenon is the best methodology to observe national society,culture,economy and politics.The phenomenon of “forbidden crossing” in dragon boat race is immense and a common sight in the historical writing of the race.Through the analysis of the historical materials about “forbidden crossing” in the late Qing Dynasty and the Republic of China,it is found that the deep reasons for the government straightening dragon boat race are not only “time wasted and production abandoned”,“fighting wounds and drowning” or “superstition and sacrifice overused”,but the disorder of the national fiscal levy and political security.As a fundamental issue of the country,fiscal levy and security had not been solved in the modernization efforts of the Republic of China.The phenomenon of “forbidden crossing” increasingly reflects the inferior governance logic of “seeking progress in prohibition” in the Republic of China.Comparatively speaking,the Communist Party of China is a good governance model that is good at guiding and controlling folk sports culture from bottom to top.
