摘要:: 主动健康导向下的运动促进健康是构建人类卫生健康体系的中国方案，也是推动全民健身与全民健康深度融合的重要内容。运用文献资料法和逻辑分析法，厘清了主动健康导向下运动促进健康的内涵，并探究其动力机制、现实困境与实践路径。研究认为：健康中国政策引领、人民群众健康需求增长、科技创新推动健康产业转型共同构成了运动促进健康的动力机制；当前面临公众主动健康意识薄弱、健康管理模式单一、跨部门协作机制不完善、基础设施与资源支撑不足等现实困境。据此提出以下实践方略：加强主动健康理念普及，建设健康促进资源平台；制定个性化健康管理方案，完善健康管理服务体系；建立多部门协同机制，强化实施监督与效果评估；加大健康基础设施建设投入，培养专业人才队伍。

Abstract:: Exercise to promote health under the guidance of proactive health has become a Chinese plan to build human health,and is an important content to promote the deep integration of national fitness and national health.This paper uses literature and logical analysis to clarify the connotation of sports to promote health under the proactive health orientation,and probes into the dynamic mechanism,realistic dilemma,and practical strategy of sports in promoting health under the proactive health orientation.It is concluded that the policy-driven,the people’s health needs,and the transformation and upgrading of the health industry enabled by science and technology are the driving mechanisms of the proactive health-oriented movement to promote health.Faced with the dilemma of weak awareness of proactive health,a single mode of proactive health management,coordination mechanism for proactive health that needs to be improved,and insufficient support for the proactive health foundation,this paper puts forward practical strategies:strengthen the publicity of the proactive health concept and establish proactive health promotion resource base;Develop personalized health management programs and improve proactive health management services;Build an integrated linkage cooperation mechanism,improve the supervision and evaluation system;Strengthen the supporting support for proactive health and build a solid foundation for proactive health talents.
