摘要:: 为探究城市更新背景下体育场地设施有效供给的治理机制，运用文献资料、实地观察等方法，以多中心治理理论为分析框架，对东莞市开展实证分析。结果显示，多中心治理是破解体育场地设施供给困境的有效路径，其关键在于构建清晰的角色分工规则与促进良性互动的制度环境。东莞市形成了政府负责公益性保障、市场主体提升运营效率、社区或村集体精准回应需求的功能互补格局，三者通过互补合作、有序竞争、信息共享与资源整合四大机制，构建起弹性化供给网络。最后从完善制度规则、拓宽参与渠道、强化主体赋能、搭建智慧平台等方面提出优化策略。

Abstract:: This study investigates the governance mechanisms for the effective provision of sports facilities in the context of urban renewal.Employing literature review,field observation,and other methods,the analysis is framed within the theory of polycentric governance,with a focus on the case of Dongguan City.The findings indicate that polycentric governance constitutes an effective approach to addressing the challenges in sports facility provision,with key success factors including the establishment of clear role delineation and the promotion of institutional environments conducive to positive interaction.The Dongguan practice demonstrates a complementary functional pattern:the government ensures public welfare,market actors drive efficiency improvements,and community or village collectives respond to local demand.These actors collectively construct a flexible provision network through four mechanisms:complementary cooperation,orderly competition,information sharing,and resource integration.The study recommends optimizing the provision system by improving institutional regulations,expanding participation channels,empowering key stakeholders,and developing intelligent platforms.
