摘要:
竞技体育政策是引领竞技体育发展方向、推动竞技体育事业持续进步的重要制度工具。在体育强国建设的新征程中，基于历史制度主义分析框架，采用文献资料法与逻辑分析法等研究方法，对中华人民共和国成立以来国家层面正式颁布的竞技体育政策文本进行系统梳理与深度解读。研究发现，我国竞技体育政策的演进历程可清晰划分为初创期、调整期、改革期与深化期四个阶段；我国竞技体育政策的变迁进程始终深受管理体制、经济转型及文化观念等因素影响；既有制度框架下形成的高昂退出成本、学习效应及协同效应促使竞技体育政策体系呈现出鲜明的路径依赖特征；政府行政部门、体育社会组织及市场参与主体之间的博弈构成了驱动竞技体育政策持续变迁的微观动力。面向未来，竞技体育政策的优化演进应密切追踪外部环境的动态变化，主动突破传统路径依赖的束缚，进一步强化多元治理主体的协同参与，最终构建适配竞技体育高质量发展的政策支撑体系。
Abstract:
Policies on competitive sports are important measures to guide the development and drive the progress of competitive sports.On the new journey of building China into a strong sporting nation,based on the analytical framework of historical institutionalism,this study adopts document analysis and logical analysis.By comprehensively collecting and analyzing national-level competitive sports policy documents issued since the establishment of the People’s Republic of China,it is discovered that China’s competitive sports policies have undergone four stages:the initial stage,adjustment stage,reform stage,and deepening stage.The evolution of China’s competitive sports policies has been influenced by factors such as the political system,economic transition,and cultural concepts.High exit costs,learning effects,and synergistic effects promote competitive sports policies to exhibit strong path dependence characteristics.The game interactions among government departments,social organizations,and market entities constitute the micro driving forces behind the evolution of competitive sports policies.In the future,the policy evolution of competitive sports should closely monitor changes in the external environment,boldly break the shackles of path dependence,and emphasize the coordinated development of multiple actors,so as to facilitate the achievement of high-quality development.
