摘要:
为解决海上大规模人命事故救助力量调度决策问题,利用专业救助直升机、专业救助船舶和周边过往船舶三种救助力量,以救援时间最短为目标,充分利用直升机救援灵活快捷的特性,以更高效地完成人员转移工作;建立海上大规模人命事故救助力量优化调度模型,并设计组合优化求解算法。以台湾海峡中部和南部发生险情为例,对模型进行仿真验证。仿真结果表明:针对不同的水域及事故情况,该模型和算法在救援时间方面能够满足时间最短的目标;在救助力量调度方案决策方面,所求方案符合实际调度原则和救助顺序,决策效果显著,能够达到快速地调度救助力量以完成大规模人员救助的目的。该研究成果可应用于海上大规模人命救助资源调度和救助方案决策。
Abstract:
To solve the decision-making problem of resources dispatching in Mass Rescue Operation(MRO) at sea,with professional rescue helicopters,rescue ships and ships in the vicinity taken into consideration,this paper established a rescue forces scheduling model of MRO,which aims to achieve the shortest rescue time and make full use of the helicopter’s flexibility and swiftness to complete personnel transfer more efficiently.Finally,hypothetical accidents taking place in the central and southern areas of the Taiwan Strait are taken as examples to verify the model.The results show that the model and algorithm can meet the goal of the shortest rescue time for different water areas and accident situations.In terms of the decision-making of the salvage forces dispatching,the proposed scheme conforms to the actual dispatching principle and the order of rescue,and the effect of decision-making is remarkable,practical,scientific and reasonable,which can achieve the purpose of transferring mass people in distress in an economic and efficient way.The research results can be applied to rescue resources dispatching and scheme decision-making in MRO.
