摘要:
为了使进入欧洲水域的船舶能顺利通过港口国的检查，以巴黎备忘录组织2012—2018年港口国检查中的船舶缺陷因素作为研究对象，首先采用因子分析法处理17个缺陷因素，得到证书和文件、应急系统、消防安全、工作和生活条件、救生设备和垃圾防治等6个因子得分较大的缺陷因素，其次运用灰色预测模型预测未来5年欧洲水域港口国检查重点缺陷因素的发展趋势，为船舶制定相应策略提供有益参考。
Abstract:
In order to make vessels entering European Waters pass port state control inspections successfully,it is of great significance to analyze and predict its development trend.The subject of study is deficiency factors in PSC inspections during 2010-2018 within the organization of Paris MOU.Firstly,factor analysis is used to deal with 17 deficiency factors to obtain 6 high-scoring factors,ie,certificates & documentation,emergency systems,fire fighting & safety,working and living conditions,lifesaving appliances and pollution prevention.Then we predict the development trend of key deficiency factors using the Grey Model in European Waters in the next five years,so as to provide useful reference for ships to make corresponding strategies.
