摘要:: 政府购买社工服务符合福利多元主义公共服务提供机制的要求和发展理念。在我国购买社工服务的进程中，政府发挥着主导作用。因此，政府角色的合理定位是推动购买社工服务可持续发展的关键。实践中，政府的应然角色出现了偏离。应以新《预算法》与政府购买社工服务的关系为切入点，建立制度化的财政支持体系、重构政府与社工组织的伙伴关系、大力培育社工组织、加强社工服务的标准化建设、完善人大对政府预算的监督机制。

Abstract:: The government plays a leading role in purchase of social service. Therefore, a rational role of the government is the key to the sustainable development of social service purchase. However, in practice, the government deviates from its rational role. The deviation can be corrected, the paper argues, by considering the relationship between new “Budget Law” and the government purchase of social service. It is therefore necessary to establish the financial support system, to restructure the partnership between the government and social work organizations, to establish more social work organizations, to standardize social services, and to strengthen People’s Congress’ supervision of the government budgets.
