摘要:: 一稿多投与一稿多发现象会导致期刊编辑部资源浪费，刊载文章利用率低，更有甚者会导致侵权的发生。这个问题长期以来一直困扰着办刊人，如何认识和处理一稿多投、一稿多发以及硕博论文再发表是否为重复发表问题，必须对其在法律上的认定有清醒的认识。

Abstract:: “One paper submitted to several journals” and “one paper published in several journals” will cause the waste of the resources of the journal editorial department as well as the low utilization rate of the articles. What’s more, it will even cause infringement. This problem has puzzled the editors for a long time. To handle the issues of “one paper submitted to several journals”, “one paper published in several journals” and “whether the publishing of the master’s thesis or the PhD’s dissertation is a repeated publication”, we ought to have a clear recognition on how to define them in terms of law.
