摘要:: 改革开放以来我国环保制度建设由点到面全面发展，在政策布局、法律法规、机构整合方面取得很多成效，但是仍不能适应中国生态环境建设的时代要求。十八大以来，我国提出完善生态文明制度体系建设，不断深化体制改革，全面完善生态文明制度体系建设和深化体制改革。只有从多领域、多阶段、多主体进行制度规范才能切实推进中国绿色发展。

Abstract:: Since reform and opening, the environmental protection system in our country has been constantly improved in such aspects as policies, laws and institutional integration. However, it still fails to meet the needs of ecological environment construction in China. Since the 18th CPC National Congress, improving the ecological civilization system comprehensively has been put forward. To promote the green development of China, it is essential to regulate all fields, stages and subjects.
