对高等学校进行科研绩效分析,有助于高校调整科研管理模式,优化科研资源配置。基于统计数据的原因,笔者选取75所教育部直属高校中的64所高校的科研绩效作为研究对象,构建科研投入产出指标体系,运用主成分分析法,并建立DEA-Malmquist指数模型对其进行实证研究。结果表明:我国64所教育部直属高校中,位于东部地区的大部分高校科研绩效高于中西部地区,但总体而言,科研资源的利用效率均呈弱衰退趋势;技术进步是推动64所高校科研全要素生产率提高的主要力量,但是较低的技术效率特别是纯技术效率,使得科研活动并没有达到技术最有效的状态。笔者分析了其中原因,并提出科研管理的政策建议。

An analysis of research performance of colleges and universities helps not onlyadjust their scientific research management mode,but also optimize research resourcesallocation.Based on the statistical data,this paper selected 64 of the 75 universities directly under the Ministry of Education as the research object,built a research input-output index system,used principal component analysis,establisheda DEA-Malmquist index model,and an empirical research on their research performance was conducted.The results showed:most universities located in the eastern regionhadbetter research performance than those in the central and western regions,but in general,theresearch resources utilization efficiency was declining;technological progress was the driving force for the improvement of total factor productivity of the 64 universities,but the lower technological efficiency,especially pure technological efficiency,prevented research activities from reaching the most effective state of technology.The causes were analyzed and policy recommendations for research management were put forward.
