党建引领基层治理政策工具的选择与优化——基于S区“近邻”党建模式的分析-《集美大学学报》（哲社版）

摘要:: 政策工具的选择与优化是优化党建引领基层治理的关键环节。根据治理资源的来源与使用方式，将政策工具分为强制型政策工具、市场型政策工具、劝诱型政策工具和社会型政策工具。以S区为案例，采用内容分析法和观察法，分析党建引领基层治理政策工具选择的一般特征，剖析政策工具选择的内在逻辑，据此提出优化政策工具的建议。研究结果表明：党建引领基层治理政策工具的使用呈现“一少三多”特征；执政党优势、政策对象、政策问题、政策目标以及政策情境是影响政策工具选择的主要因素。推进党建引领基层治理要夯实强制型政策工具效果，拓展市场型政策工具应用场景，精细化劝诱型政策工具，精准化社会型政策工具。

Abstract:: The selection and optimization of policy tools is the key link to improve the effect of community-level governance guided by Party building. According to the source and use of governance resources, policy tools are divided into mandatory policy tools, market-oriented policy tools, persuasive policy tools and social policy tools. Taking District S as an example, using the methods of content analysis and observation, this paper analyzes the general characteristics and the internal logic of the choice of policy tools, and puts forward suggestions to optimize policy tools. The results show: the use of policy tools of grass-roots governance guided by Party building presents the characteristics of “one less’s and three more’s”; the advantages of the ruling party, policy objects, policy problems, policy objectives and policy situations are the main factors affecting the choice of policy tools. To promote community-level governance, we should consolidate the effect of mandatory policy tools, expand the application scenarios of market-oriented policy tools, refine persuasive policy tools and target social policy tools.
